Is this defective?

Hello.

 

I purchased a Cooler Master Hyper 212 EVO RR-212E-20PK-R2 CPU Cooler with 120mm PWM Fan through Amazon.

 

Once all my pc parts were received, I had a IT guy build it for me. Everything worked fine until 1 week later I heard some slight noise in my CPU fan and after rebooting it, the fan died and I had a CPU fan error.

 

I ordered another once and replace the heat sink and fan with the same unit from Amazon and after installing it this one, it has noticeable noise whereas the second unit didnt make any noise. 

 

Why is this? Is this second unit also defective? How do I fix this? If a BIOS adjustment is needed, why was no BIO adjustment needed for the first one?
